Copperleaf’s common value scale needs a trade-off ledger

A normalized score can support comparison; it cannot make unlike consequences interchangeable unless assumptions, weights, timing, uncertainty, sensitivities, and accountable approvals remain visible.

Define what enters the common scale

The direct answer is to create a value-model register before comparing projects. For every measure, record the asset population, site, function, operating context, decision horizon, consequence category, unit, source, observation date, baseline, calculation, uncertainty, owner, and intended decision. Separate observed condition, modeled failure likelihood, engineering consequence, regulatory or safety constraint, service effect, environmental effect, cost estimate, avoided cost, and financial value.

Do not force every consequence into money or one score merely because a model accepts it. Some requirements operate as constraints or minimum conditions; others are preferences that can be traded. A quantified safety or resilience term can support transparent analysis without claiming that the calculation replaces qualified engineering, safety, legal, regulatory, environmental, financial, or executive judgment. Unknown values should stay unknown and receive explicit treatment.

Preserve every conversion and assumption

For each conversion to the common scale, retain the source measure, curve or rule, thresholds, weight, discount or escalation basis, probability treatment, time profile, asset life, dependency, correlation, currency and price date, author, approval, effective date, and superseded version. Show whether a value is expected, worst-case, percentile, range, scenario-specific, or policy-set. A precise score can conceal large uncertainty in the underlying inputs.

Keep different clocks visible. Maintenance cost may occur next month, a capital project may span years, a failure consequence may depend on operating exposure, and resilience value may appear only under a disruption scenario. Shifting the analysis date, outage window, budget year, discount rate, demand forecast, or asset life can change the portfolio order without any physical change in asset condition.

Make trade-offs and sensitivities reviewable

A recommended portfolio should show the binding constraints, excluded options, mutually dependent or exclusive projects, resource and outage limits, funding profile, asset and system dependencies, residual risks, and the value contribution by consequence category. Compare the chosen portfolio with plausible alternatives. Record which projects enter or leave when a high-impact assumption, weight, cost, schedule, failure likelihood, or benefit realization changes.

Preserve disagreement instead of averaging it away. Maintenance, operations, engineering, safety, environment, finance, customers, and regulators may own different inputs or constraints. The ledger should identify who supplied each assertion, who challenged it, what evidence resolved or did not resolve the issue, who approved the final treatment, and which condition would reopen the decision. A model recommendation is analysis, not expenditure or work authority.

Connect the portfolio to work and outcomes

After approval, link each selected option to scope, asset records, engineering basis, funding, procurement, schedule, outage, approved work, safety controls, execution, commissioning, cost, configuration change, and benefit observation. Maintain separate proposed, modeled, selected, funded, authorized, committed, executed, accepted, and measured states. A portfolio label should not create a work order, release an asset, establish restored function, or recognize a financial benefit.

Ask current or prospective providers to demonstrate the named workflow with representative data and an exception—not a polished feature tour. Record what official documentation establishes, what a provider states, what the team observes, and what remains unresolved.

A defensible review also identifies the dependency outside the product. Authority interpretation, policy configuration, data quality, integrations, human judgment, approval rights, release governance, training, and retained evidence may remain customer or service responsibilities. The evaluation should preserve those boundaries instead of treating a technology claim as the complete operating model.
